Dear Geoff,
I hope you can look at a couple of points for me.
I was driving my car when I stopped it in a 'No stopping' zone to pick up a friend from opposite her work place. It is a street where there is rarely anywhere else to legally stop. I was fined for doing so by a police cyclist.
Now, some 2 weeks later, I notice that where I had committed the offence, it is now a 2P zone.
I write this letter because I now have two questions. I understand that answers may come from different departments.
1. Are there sufficient 'No parking' zones being placed where drivers can stop and pick up passengers? I worry that timed parking zones are given greater preference for some reason?
2. Is there a 'grace period’ whereby I could be refunded the fine due to the intended parking zone change? Had it already been deemed safe to stop the car there, sign post pending?

State MP for Parramatta asked Parramatta City Council on 14 January 2014 for a response.
Parramatta City Council
Alison Geddes, Manager of Development and Traffic Services at Parramatta City Council and Richard Searle responded on 3 February 2014 and the letter referred to the installation of 15 minute and 2 hour parking zones.
There was no answer to the question to consider installation of designated passenger pick-up/drop-off zones such as a "No parking" zone.
So the question was asked again ...

I appreciate the effort in the response from Parramatta Council but I don’t believe my question was answered regarding Mons Rd Westmead and I ask the question again if I may.
Are there sufficient 'No parking' zones being placed where drivers can stop and pick up passengers? 1
I don’t believe, as was suggested in the council response, that installing 15min or 2hr parking zones is helpful if cars are parked there. I can’t see that my new practice of pulling into a driveway against a boom gate, covering a footpath/cycleway and reversing out again with cars behind each day is good for anyone. Obviously, no consideration is given if stopping in a “No stopping” zone or similar to pick up a passenger when no other zone for just that exists in the area.

1 No Parking means you can't park, but you can drop off or pick up passengers or goods without leaving your vehicle (i.e. you must be within three metres of your vehicle). You must attend to your business promptly (within two minutes of stopping your vehicle).

I have not received a response as yet.
I don’t believe my question regarding passenger pickup and 'No parking' zones has been correctly answered regarding Mons Rd Westmead. I do believe that assistance to my concern is possible.

State MP for Parramatta said in response that another letter was sent to Parramatta City Council on 14 May 2014.
He has since stated in person during a street meet and greet that he will again press council for a response, but it may take some weeks to obtain.

There has been no further response from Parramatta City Council or State MP for Parramatta since then.
